It's Arceus, the Alpha Pokemon. It is the trio master of both the Lake guardians and the Creation trio. It's believed that Arceus came from an egg from nothingness and shaped the Pokemon universe by creating the Creation trio and the Lake guardians to balance the elements of life (Time, Space, Antimatter, Knowledge, Willpower, Emotion). Known as the most powerful god, it has uncountable power and can change its type with Plates. Despite its kindness, it can cause destruction if it's betrayed.
