Responding due to disagreeing with. Child's seat is safest to keep rear facing till 2-3 years old, no reason to turn it early at all. Learning to swim should start early to decrease drowning risk. I have seen 9-15 month old swim really well unassisted, took work to get them there but even teaching a baby to float is better than nothing. Most of this list is just thrown together and very arbitrary
